MPs to hear public views on proposal to anchor CDF in Constitution from Monday

Nairobi, May 4 : Kenyans across the country will have the opportunity to share their views on the future of the National Government Constituencies Development Fund (NG-CDF) as the National Assembly embarks on public hearings on Monday, May 5, 2025.

The bill aims to secure the NG-CDF, the Senate Oversight Fund, and the National Government Affirmative Action Fund (NGAAF) in the Constitution.

If approved, these funds would be enshrined in the Constitution to ensure their continued existence and legality, following past legal challenges regarding their constitutional standing.

The public forums will be held from 8 am to 5 pm in each constituency and at the offices of the 47 County Women Representatives.

The National Assembly has extended an open invitation to all Kenyans to participate in the process.

"The National Assembly is inviting you to take part in a Public Participation Exercise on the proposed Constitution of Kenya (Amendment) Bill No. 4 of 2025 which seeks to enshrine the National Government Constituencies Fund (NG-CDF), the Senate Oversight Fund, and the National Government Affirmative Action Fund (NGAAF) into the Constitution of Kenya,” reads a notice by the National Assembly.

This public participation initiative comes after these funds faced scrutiny over their legal status, with some challenging their constitutionality.

The National Assembly is keen to gather public opinions on whether these funds should remain in operation, or if they should be altered or abolished.

Kenyans are encouraged to submit written memoranda if they wish to express their views on the proposed changes.

Submissions can be made via email to cna@parliament.go.ke or constitutionamendment@parliament.go.ke.

Alternatively, they can be mailed to the Clerk of the National Assembly at P.O. Box 41842-00100, Nairobi, or delivered in person to the Main Parliament Buildings.

All submissions must be received by Tuesday, June 10, 2025, by 5 pm.
