President William Ruto has nominated Francis Meja as Chairperson of the Public Service Commission (PSC) and forwarded the name to the National Assembly for approval.
The nomination, issued through Notification of Presidential Action No. I of 2026, has been transmitted to Parliament for consideration and endorsement by MPs.
Meja currently serves as a Member of the Public Service Commission, a role he took up in January 2025.
His career in public service spans several senior roles, including his tenure as the founding Director-General of the National Transport and Safety Authority (NTSA), where he oversaw the establishment of the body and led key transport reforms.
His professional record also includes serving as Registrar of Motor Vehicles at the Ministry of Transport and as a council member at Murang’a University of Technology, highlighting his experience in both government administration and institutional governance.
In addition to his public sector work, Meja has over 15 years of experience in banking and financial services, holding management positions at Equity Bank Kenya PLC and the Housing Finance Company of Kenya.
He is also academically qualified, holding a Master of Business Administration in Strategic Management from the University of Nairobi.
Chief of Staff and Head of the Public Service, Felix K. Koskei, said the nomination was made “in discharge of the constitutional imperatives on State appointments.”
Following this nomination, Parliament will undertake the vetting process to determine Meja’s suitability before he can officially take office as PSC Chairperson.
Earlier in his career, Meja sought the United Democratic Alliance (UDA) ticket for the Kajiado gubernatorial race during the 2022 General Election. He lost the primaries to Katoo ole Metito, who received 72,679 votes compared to Meja’s 13,097.
Meja later transitioned to the higher education sector when Education Cabinet Secretary Ezekiel Machogu appointed him to the Murang’a University of Technology Council in November 2023. His three-year term officially began on November 10, 2023, but was revoked on January 20, 2025, following his appointment as a PSC member.
The National Assembly is expected to schedule hearings to vet the nomination, during which the MPs will examine Meja’s qualifications and professional record before approving his appointment.
